my dear fellow citizens,

for forty years you heard from my predecessors on this day differentvariations on the same theme: how our country was flourishing, how many milliontons of steel we produced, how happy we all were, how we trusted our government,and what bright perspectives were unfolding in front of us.

i assume you did not propose me for this office so that i, too, would lieto you.

our country is not flourishing. the enormous creative and spiritualpotential of our nations is not being used sensibly. entire branches of industryare producing goods that are of no interest to anyone, while we are lacking thethings we need. a state which calls itself a workers' state humiliates andexploits workers. our obsolete economy is wasting the little energy we haveavailable. a country that once could be proud of the educational level of itscitizens spends so little on education that it ranks today as seventy-second inthe world. we have polluted the soil, rivers and forests bequeathed to us by ourancestors, and we have today the most contaminated environment in europe. adultsin our country die earlier than in most other european countries.

allow me a small personal observation. when i flew recently to bratislava,i found some time during discussions to look out of the plane window. i saw theindustrial complex of slovnaft chemical factory and the giant petr'alka housingestate right behind it. the view was enough for me to understand that fordecades our statesmen and political leaders did not look or did not want to lookout of the windows of their planes. no study of statistics available to me wouldenable me to understand faster and better the situation in which we findourselves.

but all this is still not the main problem. the worst thing is that we livein a contaminated moral environment. we fell morally ill because we became usedto saying something different from what we thought. we learned not to believe inanything, to ignore one another, to care only about ourselves. concepts such aslove, friendship, compassion, humility or forgivenelost their depth anddimension, and for many of us they represented only psychological peculiarities,or they resembled gone-astray greetings from ancient times, a little ridiculousin the era of computers and spaceships. only a few of us were able to cry outloudly that the powers that be should not be all-powerful and that the specialfarms, which produced ecologically pure and top-quality food just for them,should send their produce to schools, children's homes and hospitals if ouragriculture was unable to offer them to all.

Human rights for all is what the Chinese government and people have beenstriving for. Since the founding of the People’s Republic of China, under theleadership of the CPC and through unremitting efforts, the Chinese people havescored unprecedented achievements in human history and blazed an orientalpathway toward modernization.

中國解決了13億多人的溫飽,減少了8億多貧困人口,爲7.7億人提供了就業,建成世界最大規模的教育體系、最大規模的社保體系、最大規模的基層民主選舉體系,譜寫了中國人權進步的歷史篇章,拓寬了國際人權保障的現實方案。

China has managed to meet the basic living needs of its 1.3 billion-pluspeople, lifted more than 800 million people out of poverty, and created 770million jobs. We have put in place the world’s largest education system, socialwelfare system and community-level democratic election system, making historicprogress in human rights development in China. China’s endeavors have alsoprovided new viable solutions to challenges in the protection of human rightsworldwide.

中國的實踐表明:人權保障並非只有一種途徑,各國都可以根據自己的國情和人民需要,找到適合自己的人權保障模式。中國人權事業取得舉世矚目的成就,關鍵是我們堅定不移走中國特色人權發展道路。

China’s experience shows that human rights can be protected in more thanone way. Countries can find their own models of human rights protection in lightof their national conditions and people’s needs. The key factor contributing toChina’s remarkable achievements in its human rights endeavors is its firmcommitment to a human rights development path with Chinese characteristics.

– This is a path based on China’s reality. Experience is the mother ofwisdom. China’s human rights development path is rooted in China’s 5000-yearhistory and culture, inspired by our exploration and hard work of more than 170years since modern times and underpinned by the great practice of the past 68years since the founding of the People’s Republic, especially the great practiceof reform and opening-up over the past four decades. By integrating theuniversal principles of human rights with China’s specific conditions, promotingmutually reinforcing progress in democracy and people’s well-being, andupholding peace and development in a holistic way, we have blazed a path ofhuman rights development with Chinese characteristics.

By ensuring theprincipal status of our people, we have worked to enhance their well-being andpromote well-rounded human development and common prosperity for everyone. TheChinese people know the best about China’s human rights situation and are in thebest position to decide on China’s path of human rights development.

We have pressed ahead with the judicialsystem reform, centering around the judicial accountability reform to makefairness and justice prevail. In safeguarding international fairness andjustice, China firmly upholds the basic principles of international law with theUnited Nations Charterat its core. We believe that all countries are equalregardless of their size, and we reject the politicization of human rights orthe practice of double standards in the protection of human rights.
