對於受限制國家，外國人來訪一般需要出具官方邀請函。
所謂官方邀請函，首先需要邀請單位，在當地(區)外事辦公室申領《申請外國人入境審批表》(見附件)，並如實填寫。
一. 審批表的內容及填寫：
1. 受邀單位及地址。
填寫注意：中英文對照，外國單位名稱與地址，需自己翻譯，主要是供外辦審覈參考。
2. 被邀請人信息
填寫：按照護照信息填寫
3. 入境信息
填寫：擬入境日期(請注意：外辦辦理一般需要3個工作日後，請在出具機票行程單時，注意入境日期需在預計申領到簽證通知表後)，停留時間(需與機票行程單往返日期一致)，入出境次數(一般爲1)，入境後前往地點(你公司所在城市)，簽證機關(客戶所在國中國大使館，如：中國駐孟加拉大使館)
4. 在華事由及費用負擔
填寫：一般寫商務考察，或驗收等，費用寫明由誰承擔(示例：來邀請單位驗收向其採購的設備，期間差旅費用及其他相關費用由受邀人自己承擔)
4. 邀請單位名稱地址，經辦人及聯繫電話等。
5. 邀請單位法人(負責人)簽字蓋章
6. 所在地外辦或主管部門意見，需要到當地(一般是行政區，或附屬市)外辦簽字蓋章，屆時需攜帶所有通知表需要的材料，下面一一說明。
7. 審批機關意見。一般需要到地級市外辦申請最終的簽證通知表(邀請函)。
二.一般隨審批表交付外辦審覈簽發邀請函所需要的材料：
1. 一式三份如實填寫的《申請外國人入境審批表》
2. 請示(格式見附件)
3. 擔保函(格式見附件)
4. 雙方營業執照複印件(邀請單位及受邀單位)
5. 業務往來證明(雙方之間合同，發票，提單等。注意：雙方未有業務往來的情況下，外辦一般不簽發邀請函，此時需準備材料說明，比如報價書，客戶公司的情況簡介等，以說服外辦。)
6. 受邀單位的銀行信用擔保(或資信證明)，(格式見附件)
7. 來訪人員的護照複印件(有以往中國入出境記錄的，請提供複印件)
8. 機票訂單(由航空公司和旅行社出具的正本最好，如果不行，在線預訂網站，訂單打印出來也可)
9. 在華期間住宿訂單，一般邀請單位可以自行提供，只要入住日期與你來訪日期一致即可。
各國家受限制程度不同，因此需要提供的材料多少也不同，以上是所有可能需要的材料清單，一般提供之後簽發邀請函都沒問題。具體要求最好與當地外辦覈實。
注意：一般中國駐外大使館都需要《被授權單位簽證申請表》原件，所以在從外辦拿到原件之後，請通過快遞寄給客戶。注意，收發快遞也需要一定時間，請在填寫申請表和預訂機票時，把這個時間也考慮進去。
